How can I create Magnifying Glass effect in Vegas at DVinfo.net

I used to use Premiere and had a plugin that would create a magnifying glass effect for showing an enlarged view of a portion of the frame. Does anyone know of a plugin or way to easily create this effect in Vegas?

There's one on the VASST site that you can check out and see if it'll do what you want.
