Another option to throw into the mix for consideration is the one that I like to use for such things is - Flash (now Adobe, used to be Macromedia).

Because it's largely an animation tool, and vector based, you can create very clean animations of arrows etc. very easily. Which you can then export out as a video file, or 32bit image sequence and then import into Vegas.
