If you check the box at the bottom labelled Mask, then keyframes on that second line will apply to the mask.

edit - sorry, that's for Bezier mask. For Cookie Cutter there should be a keyframe timeline at the bottom of the FX box - if it's not visible, you may need to place cursor just above bottom of window and drag upwards.
