"allow field-based motion compensation" setting

Hi
Can anyone educate me on the "allow field-based motion compensation" in the "Advanced Video" tab of the Main Concept MPEG-2 render settings?

By default,it is checked in the NTSC video templates, yet the help file says, "We recommend that you clear this check box if you’re creating MPEG files for NTSC or PAL DVDs or SVCDs." It always worries me when the software vendor contradicts itself (i.e. template defaults don't match the help files).

Since I am creating MPEG files for NTSC DVDs, I feel the need to uncheck it, but before I do so...
When would I want to check it, and when would I want to un-check it, and why?
