Moving Arrowheads in Pan and Crop tool at DVinfo.net

I am trying to insert an arrowhead into a clip to point something out. I understand making the arrowhead in Photoshop and saving as a PNG. My problem comes when I am trying to move it into position with the Pan and crop tool.

I have the normal edit tool clicked, i can move the arrow right and left in the clip, but not up and down. What am i doing wrong?

Make sure that the Move Freely tool in Pan/Crop is set to Move Freely (X or Y) and not Move in X Only.
