How to create stroke effect

HI All,

I have a clip that was shot in 60i and I need to give it a bit of stoke effect.
Will someone please tell me as how I can achieve it in Sony Vegas Pro?

Matthew, I'm guessing that's a typo and that you meant "strobe".
If that is the case, right-click a video clip, select Properties and lower the Undersample rate.
Try 0.25 as a starting point and adjust up or down as needed.
