GoPro Studio Flux does not work

I have just installed GoPro Studio 2.5.4.404 and I cannot seem to get Flux to work. The export is the typical stuttery result I would expect without an optical flow type resampler.

I tested 25% and 10% speeds. Flux was enabled/checked. I tried exporting to MP4 and Cineform AVI. My source file was a Hero 3 Black 1080p30 Protune MP4 file. My output was 1080p30.

One thing to note. The export dialog does not list the Flux option as described in the documentation and online.

Initially I installed over my previous Studio 2.0.1. When that had problems I uninstalled 2.5.4 and then re-installed 2.5.4.
