Final Cut Transition in Premiere CS4

I have been wanting to try some new stuff in premiere and have been working with some of the Transition presets. I have been watching some videos that have some cool transitional effects all by the same person, who I know uses FCP.

I showed my friend the video and asked him if he knows the name of these transitions, my friend uses FCE:

One transition is What he called, Bad TV: he said the video used TV roll to get that effect.

The other one I was interested in was called Fade Through Color(he was not sure if that's the exact name).

Is there a way to get these transition in Premiere? My friend said Bad TV is a preset in Final Cut, but he was not sure about fade through color.
Does anyone know where I could possibly download these effects?
