Upper or lower field for render?

Hi all, I am just confirming a point. My material is shot on 70D, at 25fps (1080). I edit in that same timeline preset, and when exporting, i select the same settings. Field order, it IS progressive right?

When would I select the upper/lower? When going to SD, its lower? When would the upper field be used, if ever. Any advice appreciated.

Interlaced SD formats for consumer derived video such as DV or DVD are lower first whereas broadcast formats are always upper first - DV REALLY messed that up. Interlaced HD is upper first.

Progressive is none.
