So, what is the point of the rebate?

Just as the XLH1 and the XL2 coexist, the introduction of a GL HDV successor shouldn't necessitate the extinction of the SD version.
Even though the price drop is an indicator that an HDV camera is coming soon, it still serves a purpose and will retain its value accordingly.
Sony still sells the VX and PD models, as does Panny with the AGDVX and DVC30, and they all have HD/HDV cameras evolving within in the lineup.

If product isn't selling as fast or in the quantities the manufacturer hoped for then the market is saying that the price isn't right....
