WMV, FLASH, Quick time??

I am re-building our website, using Frontpage, and am currently running all of our demo media via wmv. This site is leftover from about 2000 and now it's 2009. We are still on a major budget, meaning "it's tight", and I need to know what the preferred media output for our site is now.

Just check out the graph on this page and you will understand why you should use flash to deliver your videos on the web.

And you should also know that outputting to flash does not mean you have to encode your videos into .flv format, flash can also stream .mp4 (h.264 codec).
