Well I have FCP 6, but I'm pretty sure for FCP 5 you just need to go to the Final Cut Menu, go to Easy Setup, and change it to HDV and 24fps.

If you're looking at DVDs I'd either shoot in 30f or 24f and export it at 30p. This gives it a more film-like look when put on TV.
