Data Rate Question

I captured 720P/24 @ 48 on the FS-100. When I import the clips in Final Cut 5.1, the clips show a 14.1 data rate. Why am I seeing such a low data rate?

These are TIFF images. They were created in FCP with a QT export. They are not movies. The files are about 23 meg and take a while to load. Hope this helps.
