what is the going rate?

I might be getting a gig taping and editing a small doc about a woman who is retiring his post.... I would use all my own equipment, XL-1 , lights, mics, Final Cut, everything.

I have no idea what to say about money. I am a novice at for hire work, but have a decent (and well put together) amount of previous narrative video work.

May I suggest Videographer to start $60/hr, minimum 2 hrs.
editing $75/hr minimum 2hrs.

The editing portion depends on difficlty of customers requests, very often their mind's eye is very different from reality.
