Creating a swish-pan transition?

Anyone have a tip/info on how to create a swish-pan transition in Vegas (or a .veg)? I found this tutorial on how to do it in Premiere using a Boris plug-in, but would like to create it in Vegas without a plug if possible:

NewBlueFX has a cheap plug-in that looks like a swish-pan.
