I would say the best video recording camera for around that price is the Panasonic TZ7. I own one and I think its a great little HD camera. Some of the images that come out of it are very impressive...

Have you checked the video file your uploading because its a bit odd for it to be stuttering on two different video hosts.
As for which is the best, vimeo plus is probably the best for the least...

I use the standard Sony Premium Mini DV tapes. They work fine and I've never had an issue. The picture quality will be identical and it wont make any difference.
The HDV tapes cost more...
