I dont know a way to import chapter markers from Vegas to Encore,
but you could,
Option 1.
split your track at all chapter markers in Vegas,
Save as AAF from 32bit Vegas,
Open in Premiere Pro,...

easy way without re rendering is,
sync all as you said,
then select each track ( hit D twice to get marquee tool), copy, then drop into a new Vegas comp/project.
Save as a Veg, eg Cam 1...

The card above works great with Premieres Mercury playback engine, after editing the Adobe supported cards...

FWIW, The last few multi's Ive done Ive used this workflow, may be of use to some people.
Have each cam in a separate project, get it set up, arrange any gaps etc.
Save as a veg.
Drag the vegs...
